New Terminate and In-Transition Panel Processes

Alberta Health has implemented a more streamlined process for terminating CPAR panels. Now, when a Panel Request Form is submitted to terminate a panel, the Panel Admin (PA) and Access Admin (AA) authorizations will be automatically removed. I.e. you no longer need to submit AA and PA Forms when terminating a panel. In addition, the Panel Request Form now has a clear “In Transition” option, which makes the process of placing a panel In Transition more straightforward.

Basic Process for Reconciling EMR Panel Size and CPAR Panel Size

With the renewed focus on panel sizes lately, there is renewed interest in how to compare your EMR panel size to your CPAR panel size and to determine the cause of any differences.  A basic overview of a suggested process for doing this was covered in this webinar. This included four key steps:

  • Step 1: Run an EMR search to determine the panel size expected by the provider. Do not include all of the technical CPAR inclusion criteria (e.g. “must have a validation date”) in this search.
  • Step 2: Use the CPAR portal to determine the panel size successfully uploaded to CPAR. Specifically, go to the Panel Submission Details section of the CPAR Portal, and look for the “Total number of records in file”. This is the number of patients that your EMR tried to upload to CPAR.
  • Step 3: Compare these two panel sizes. If they are quite similar, congrats! Your EMR processes are working well for CPAR. If they are quite different, move on to Step 4.
  • Step 4: Run EMR searches to determine which patients are not being uploaded to CPAR and why. E.g. modify your initial EMR search to look for patients that the physician thinks should be included in the CPAR panel, but have a blank validation date, and correct this issue for these patients. Repeat this process for other common reasons for patients not being sent to CPAR, such as no date of last visit, the patient chart not being paneled/linked to a CPAR-enabled provider, patient statues that aren’t configured to be included in CPAR submissions, etc.

Note: this process is not intended to, or capable of, replicating the panel size estimate used by Alberta Health for PMSP and TFP purposes.  This only addresses discrepancies between the panel size the provider expects to be uploaded from the EMR to the CPAR panel size.

  • Q: How can we configure walk-in patient charts to be uploaded to CPAR?
    • A: Uploading a patient to a provider’s CPAR panel means that the provider is confirming that they are the primary care provider for that patient.  As such, patients that are seen at a walk-in clinic practice should not be paneled in CPAR to the walk-in provider.
  • Q: Is there a calendar showing what day of the month each EMR uploads panels to CPAR?
    • A: There is a table showing the approximate dates of when each EMR uploads to CPAR, found here. AVA and CHR will be added soon. Please keep in mind that delays sometimes occur with these monthly automated panel uploads.
  • Q: Are there any improvements being made to the process of managing conflicts? E.g. an alternative to faxing requests to remove patients to other clinics? 
    • A: AH is exploring several potential ways to improve the conflict management process. These potential processes were discussed, but nothing is finalized yet.

What is CII/CPAR Connect?

CII/CPAR Connect is a regular meeting for anyone needing support with CII/CPAR and aims to support those implementing CII/CPAR by creating a forum to connect and ask questions.

 

Meetings run monthly, typically on the third Tuesday of the month at 1 p.m. You can choose to attend any one meeting or all of them.
