New CII data type

The Patient Summary report is a standardized PDF of clinical data curated by providers and uploaded to Netcare. It includes patient information like medications, problem lists, and procedures. Currently it's only available in a few Healthquest clinics, but eHealth is working to enable it for all Healthquest clinics soon. The feature is available to both family medicine and non-family medicine specialists who wish to send this information to Netcare. There are plans to configure other Electronic Medical Records (EMRs) in the future. Refer to CII/CPAR Status and Functions by EMR to stay updated on data types functioning in each EMR.

New CPAR report

The CPAR Panel Submission Metrics report will soon be available on the CPAR online portal, alongside Demographic Mismatch and Conflict reports. It will display the most recent panel submission data and the previous five months' data. With the new funding model emphasizing CPAR panels, this feature will be valuable for physicians and teams to review past uploads. The new report is now available for download in the CPAR online portal.

Acceleration Grant update

The CII/CPAR Acceleration Grant, set to expire on March 31, 2025, has disbursed nearly $8 million of its $12 million budget. A one-year extension has been requested, but confirmation is still pending. We will provide updates once we hear more.

PCPCM panel size update timeline

The EMR panel is uploaded to the CPAR portal and is used to calculate a provider’s Primary Care Physician Compensation Model (PCPCM) panel size. There is a 4–6-week delay between CPAR panel uploads and the PCPCM panel information appearing on the AMA Member Dashboard. It is important for physicians to understand this delay exists, especially when considering panel size for future panel payments. It is also important for physicians who are new to CPAR to understand when they will be able to express interest in the new funding model.

Shared panels vs multiple panels

Shared panels occur when multiple providers are connected to a single CPAR panel. Physicians with shared panels are ineligible for PCPCM, and their PCPCM panel size will show as zero on the AMA Member Dashboard.

Multiple panels occur when a single physician has more than one CPAR panel. These physicians are eligible for PCPCM, and their CPAR panel sizes will be combined for PCPCM panel payments. Physicians with multiple panels must email health.pcpcminfo@gov.ab.ca after completing a PCPCM application to notify Alberta Health of their additional CPAR panel numbers.

A PCPCM Information Session on Improving Accuracy of PCPCM Panels was held on March 24, 2025, for member physicians. The recording is available for clinic teams or anyone that may have missed it.

Q&A recap

  1. How are physicians and teams supposed to deal with unresolved conflicts where the conflicting clinic is not removing attached patients?
    Currently, there is no mechanism to compel another clinic to de-panel a patient. A conflict working group is meeting to determine how conflicts will be managed after April 1, 2026. The group is exploring various options, including allowing patients to declare their primary care provider.
  2. How can you resolve a CPAR conflict when the conflicting clinic is permanently closed?
    You may consider collaborating with the conflicting clinic's PCN to verify if a panel termination form was submitted. The CPAR access administrator or physician must sign off to terminate a panel, which can be challenging if the conflicting clinic has permanently closed. If contacting the other PCN is unsuccessful, you could reach out to eHealthProviderSupport@gov.ab.ca for assistance in resolving the issue.
  3. Does a patient’s incorrect address create a demographic mismatch?
    An incorrect patient address does not create a demographic mismatch and does not prevent a patient from being included in a provider's CPAR Panel. Demographic mismatches are identified when the EMR does not match Netcare for the following identifiers: personal health number (PHN), name, date of birth and gender.

What is CII/CPAR Connect?

CII/CPAR Connect is a regular meeting for anyone needing support with CII/CPAR and aims to support those implementing CII/CPAR by creating a forum to connect and ask questions.

 

Meetings run monthly, typically on the third Tuesday of the month at 1 p.m. You can choose to attend any one meeting or all of them.
